HIPAA Compliance: Clinical vs. Research Requirements
Heather L. Fields
- a director on the board of the HIPAA Collaborative of Wisconsin
- is a shareholder in the firm's Health Care Department. She co-chairs
the HIPAA COW Privacy Preemption Workgroup and is an active member
of the American Health Lawyers Association, the Health Care Section
of the American Bar Association and the Illinois Association of
Healthcare Attorneys.
Ms. Fields is licensed to practice law in Illinois, Wisconsin
and Michigan. She received a Bachelor of Business Administration
Degree, with high distinction, from the University of Michigan
School of Business Administration and her law degree, with honors,
from DePaul University College of Law where she was a member of
the DePaul Law Review and, upon graduation, was elected to the
Order of the Coif.
Ms. Fields addresses a wide variety of health care regulatory
and transactional issues in her practice, including clinical research
compliance, bioethics, HIPAA compliance, medical staff matters,
corporate governance and tax-exemption. She is a frequent speaker
and writer on clinical research issues. She has taught as an adjunct
professor at DePaul University in the Public Services Graduate
Program. Ms. Fields is a faculty member of Public Responsibility
in Medicine and Research (PRIM&R), the Applied Research Ethics
National Association (ARENA), The National Association of IRB
Managers, Inc. (NAIM), and the Illinois Institute of Continuing
Legal Education (IICLE).

Managing Your Records with Smart Shelf Platform using Radio Identification Tags
In this session we will describe the application of an old technology applied in new and insightful ways. Our speaker Gene Hickok will describe the processes used in understanding the user requirements, the RFID technology being used to meet those requirements and the success to date in melding this technology to solve the age-old problem of lost and/or misfiled records. In this case study we will explore ways in which this technology can be used to both automate and streamline your business processes, provide integrity to your system by eliminating duplicates, establish a historical chain of custody files, and many other benefits. The first implementation includes a revolutionary way to track medical records using the Smart Shelf Platform. Today we track medical records but let your mind be open to the idea of tracking any high value asset that can be placed on a shelf.

Gene Kickok has 17 years of experience working for the Chemical,
Biological, Radiological Technology Alliance (CBRTA) and the National
Media Lab as part of the National Technology Alliance (NTA). His
work included worldwide support for the current and emerging needs
of users of intelligence information at the tactical and command
levels.
Handling Study Records
Helen Streck is
the Corporate Records and Compliance Manager for Amgen Inc., a
worldwide human therapeutic company in Thousand Oaks, California.
She has been with Amgen since February 2003, before leaving Genentech,
Inc. where she worked as Corporate Records Manager from November
2000 until joining Amgen. She owned and managed her own consulting
business for six years, and was an independent consultant that
served a variety of industries, including government, pharmaceuticals,
and non-profits. Her services included program development, automation
and compliance.
Helen was on the Board of Directors for ARMA International from
July 2000 until June 2003. She is the first Board Member to hold
every leadership position in the Association. She also served
as the Chair of the Member Relations Committee and a member of
the International Relations Committee. She is currently the Content
Manager for the Health Sector ISG.
Electronic Archiving - The Way Forward
Most of us are familiar with the basic concept for controlling inactive records at an off-site storage location. Boxes of records are indexed, a retention period is assigned and information can be retrieved within a reasonable time frame. However, electronic records seem to fall off the control chart when they reach the inactive stage of their life cycle which is becoming a greater challenge everyday.
This session will look at some of the work habits found in a normal office that impede better control of electronic records. It will also cover some of the problems associated with maintaining electronic records; take a look at an electronic archives concept model for solving this problem; and ways of protecting electronic records until a technology solution can be put in place.
In reality there is no good answer to the challenge of creating an electronic archives today, however, doing nothing in not an option. Plan to attend this fast moving session and bring your questions and comments. By sharing we can all learn.
PRESENTER: Rainer
Naus, who is the U.S. Corporate Records Manager
for AstraZeneca Pharmaceuticals, Wilmington, DE. In this position
he is responsible for the corporate records management program,
retention schedules, oversight of off-site records storage, is
a member of an electronic archiving project and is on AstraZeneca's
global Archives & Records Management Council.
Prior to starting with AstraZeneca in 1989, (f.k.a. Zeneca Inc.
& ICI Americas, Inc.) Rainer held records management positions
with Amway Corporation, Ada, Michigan; Bendix Corporation, Southfield,
MI; and Chrysler Corporation in Detroit. He is a business graduate
of Eastern Michigan University and a member of the Institute of
Certified Records Managers.
Rainer is an active member of ARMA International on the local
and national levels and is a past president of the Diamond State,
Western Michigan, and Detroit Chapters. He is currently a member
of ARMA's Standards Development Committee and Diamond State Chapter's
Board of Directors. ARMA presented him the Distinguished Service
Award at the Annual Conference in New Orleans, October 2002.
